I worked and didn't get paid who do i call to report this?

i worked for a under the table job cleaning and stacking bricks i did 6 skids and there's 300 bricks in 1 skid.. he is paying 25 dollars a skid i had 150 coming to me and never saw it i cant get in touch with the guy again i tried calling from 20 different phones and my skids of bricks are not were i put them? i just need to know who i would call to report him.. because he is paying under the table less then minimum wage and the boys he had working on the 50foot wall was not wearing hard hats or no safety lines or anything....
