Well, as for the second question, maybe Jess hasn't forgiven Amy, even though she apologized. I mean, just because someone apologizes doesn't mean the other person has to forgive them and no one can force her to, if she doesn't want to. As for Jess not emailing you, maybe she's just been busy or her parents sprung a last minute trip and she didn't have time to say goodbye or warn you she wouldn't email. I don't know, there are many possibilities.
